After the Syndicalist revolution it was decided that the flag of the Commune would be in the ancient Portuguese national colours of blue and white. However, it was feared that this would make the flag too similar to the former Monarchist one, and so the Syndicalist torch, hammer and cog were added in the Republican colours of green and red, as a symbol of continuity with previous revolutionary movements.
It was also believed that a radical change in the national symbols would antagonise the most conservative elements in society and cause unrest, and so the national shield (in the Republican version) was kept, but substituting a Syndicalist star for the central blue escutcheons and bezants.
This “pick ‘n’ mix” approach led to the flag becoming popularly known as “nem carne, nem peixe”, i.e., “neither fish nor fowl”.
