After the Syndicalist revolution it was decided that the flag of the Commune would be in the ancient Portuguese national colours of blue and white, which were considered to be the colours of the people, and not merely of the state. However, it was feared that this would make the flag too similar to the former Monarchist one, and so the Syndicalist torch, hammer and cog were added, in the Republican colours of green and red, as a symbol of continuity with previous revolutionary movements.
It was also believed that a radical change in the national symbols could antagonise the most conservative elements in society and cause unrest. This led to the national shield (in the Republican version) being kept, but a Syndicalist star was substituted for the central blue escutcheons and white bezants.
This “pick ‘n’ mix” approach led to the flag becoming popularly known as “nem carne, nem peixe”, i.e., “neither fish nor fowl”.
